Cessation and new Notification versus Change

Just curious as to whether a cessation followed by a notification is the functional equivalent of a change notification. For instance

Cessation of 25% voting rights followed by Notification of 50% voting rights on the same day is the same functional step as change from 25% Voting rights to 50% voting rights.

programatically they are both achievable against a given PSC but given that the reported outcome is the same at the close of business on the given day, are they both acceptable?

If you need to change any of the details of an existing PSC (same as officers) you will need to complete a change form to change from 25% to 50%, otherwise the records will show incorrect dates of cessation and notification.
