Can a UK entity that is clearly dormant be appointed as either a Corporate Director or Secretary??

And many apologies for the delay in coming back to you - I have been awaiting information from our Policy area.
There is currently nothing to stop a dormant company being a corporate director/secretary, although post reform, a corporate director must have all natural persons on its board, and they will all need to be Identified and verified.
I hope this clarifies.
