Invalid Envelope Version - RejectReference

Hi.

I tried adding RejectReference element in CompanyIncorporation after NameAuthorisation, however upon sending, I get the error “Invalid envelope version”. Tried it with the test account and it did not prompt any errors. Can I just resubmit rejected applications with a different Submission Number?
